Tom served in the New Mexico State Senate for 24 years and was Majority Floor Leader when he retired at the end of 1996. He was subsequently elected as one of five Bernalillo County Commissioners. He served two four-year terms and represented the Commission as a member of the NM Association of Counties and the National Association of Counties Boards of Directors.
